Broken Arm Defending Myself From Thug

I was with my younger brother outside of an apartment complex. We were just talking, about to head off to my friend's house.

Some guy came up to us out of nowhere, I think he was on drugs or alcohol. At first he was chatting with us just seemed like he was enjoying himself thinking it was funny to ask us weird things.

My brother and I could tell something was wrong with this guy but were hoping he would move along. Long story short, he all of a sudden turned very serious and got a few inches away from my face.

Then I guess without thinking my brother tried to get in between us as a peacemaker. At that point the thug punched my brother in the face. My little brother is a small guy and he hit the ground dazed.

I reacted by going after him and we ended tumbling to the ground as we were punching each other. It all happened so fast I can't even remember when I broke my damn arm. He eventually ran away laughing and my brother called the police. I ended up getting pretty dizzy and faint, I could barely stand up. The guy was never found but now I have huge bills because of this!

I talked to the police, hospital and apartment management about how I could file something to help pay the thousands I owe now for the hospital and ambulance.
None of them want to help me and basically say it's my problem to figure out. I know they don't owe me anything but god are they inconsiderate.

Does anyone know what steps I could take?
